Dans une interview les nouveaux membres du Comité exécutif, Sophie Dubuis et Urs Kaufmann, nous confient les préoccupations et les priorités des branches et des régions qu’ils représentent. La santé financière de l’AVS et de la prévoyance professionnelle reste un sujet d’importance majeure pour l’Union patronale suisse: en 2019, une priorité toute particulière a été dévolue à la réforme urgente du deuxième pilier, pour laquelle l’UPS a pu présenter le «compromis des partenaires sociaux».

CHIFFRES ALARMANTS POUR L’AVS ET L’AI

Selon le fonds de compensation de l’AVS/AI/ APG Compenswiss, l’AVS a bouclé l’exercice 2018 sur un résultat de répartition négatif de 1038 millions de francs. Avec un déficit de 1233 millions, la perte d'exploitation de l’AVS a totalisé 2220 millions en 2018. Le résultat d'exploitation de l’AI était lui aussi nettement négatif, à 237 millions de francs.

SOUTIEN AUX TRAVAILLEURS ÂGÉS

La 5e Conférence nationale sur le thème des travailleurs âgés, présidée par le conseiller fédéral Guy Parmelin, a réuni les partenaires sociaux ainsi que des représentants de la Confédérationet des cantons, pour se focaliser sur les thèmes de la réinsertion et de la sécurité sociale des seniors. L’Union patronale suisse (UPS) s'engage pour le renforcement de la prévention et du placement.

STIMULER L’EMPLOI DES AUTOCHTONES

À l’aide de sept mesures, le Conseil fédéral veut inciter les entreprises suisses à recruter le plus grand nombre possible de travailleurs en Suisse. Les employeurs saluent les mesures visant le marché du travail, la formation et la politique sociale, mais demandent l’élimination des incitations pernicieuses liées aux prestations transi- toires pour chômeurs âgés en fin de droits.

MENACE SUR LES RENTES AVS, MALGRÉ LA RFFA

Par 66,4 pour cent des voix, le peuple a approuvé la loi fédérale sur la réforme fiscale et le financement de l’AVS (RFFA). L’UPS réagit le 21 mai par une conférence de presse où elle souligne la nécessité toujours urgente d’une réforme structurelle de l’AVS. Dans leur prise de position, les employeurs présentent une solution reposant sur une combinaison équilibrée de recettes supplémentaires et d'économies.

ALLÈGEMENT BUREAUCRATIQUE

Le Conseil fédéral adopte le projet de modification de la loi sur l'assurance-chômage (LACI). La révision simplifie les dispositions relatives au chômage partiel et à l’indemnisation des intempéries et réduit la charge administrative pour les entreprises. Elle crée en même temps la base légale pour la mise en œuvre de la stratégie de cyberadministration dans le domaine de l’assurance-chômage, que l’UPS soutient.

L’UE ESSAIE DE FAIRE PRESSION

Pour faire pression en faveur de l’accord-cadre institutionnel, l’Union européenne interdit le négoce des actions suisses sur les bourses de l’UE dès le 1er juillet 2019. La Suisse riposte en interdisant les transactions sur les bourses suisses aux banques de l’UE. Le chiffre d’affaires de la bourse suisse n’a toutefois pas souffert du refus de l'équi- valence boursière. La tentative de pression del’UE a donc échoué.

LPP: LE COMPROMIS DES PARTENAIRES SOCIAUX

Les trois organisations faîtières nationales des travailleurs et des employeurs soumettent au conseiller fédéral A. Berset leur projet de modernisa- tion de la prévoyance professionnelle. Malgré une baisse du taux de conversion minimal, le niveau des prestations sera maintenu. Les assurés à bas salaires et les employés à temps partiel (surtout les femmes) toucheront même des rentes plus élevées.

LA CONFÉDÉRATION CHOISIT UNE MAUVAISE FORMULE

Le Conseil fédéral transmet au Parlement son message sur la réforme de l’AVS, qui propose de combler largement par des recettes, c.-à-d. une augmentation substantielle de la TVA, les milliards de déficit de l’AVS. Les employeurs exigent une correction. L’objectif premier de la réforme doit être de maintenir le niveau des rentes sans mettre encore davantage à l’épreuve la solidarité entre les générations.

À l'occasion de la 3e édition de la Journée du digital, l’UPS et digitalswitzerland lancent la campagne nationale #LifelongLearning. Cette initiative vise à sensibiliser les employés et les employeurs à l’utilité de l’apprentissage tout au long de la vie. Plus de 100 comptes rendus d’expériences signalent les chances offertes par la formation continue sur le lieu de travail.

LE PARLEMENT VOTE LE CONGÉ POUR PAPAS

En automne, le Conseil national a suivi le Conseil des États et voté un congé de paternité de deux semaines. L’initiative pour un congé de quatre semaines est retirée, mais des projets pour un congé parental, un congé d'adoption et un congé de prise en charge restent dans le pipeline. L’UPS juge ces projets déplacés face aux besoins de la réforme de la prévoyance vieillesse.

LE DIFFÉREND FISCAL EST RÉGLÉ

À Luxembourg, les ministres des finances de l’UE retirent définitivement la Suisse de la liste grise des paradis fiscaux. La Suisse a fait toutes les réformes exigées avant terme. Cela met fin à un conflit de près de dix ans avec l’Union européenne. Au lendemain de la crise financière, les privilèges fiscaux suisses accordés aux entreprises étrangères avaient été scrutés par l’UE et l’OCDE.

LA SUISSE A VOTÉ

L’Assemblée fédérale a un nouveau visage – plus vert et plus féminin. Elle doit maintenant prouver sa capacité de réforme. Car l’UPS constate que la densité normative s’est notablement accrue durant la dernière législature, alors que, sous l’effet de la polarisation, la volonté de suivre des politiques de projets a diminué et que le centre – avec sa capacité à gouverner – s’est affaibli. Les employeurs continuent néanmoins de faire confiance au système de concordance.

L’OBLIGATION D’ANNONCER EST PERFECTIBLE

Le SECO présente le premier rapport d’exécution sur l’obligation d'annoncer les postes vacants. Il en ressort que les employeurs remplissent leurs obligations. Mais l’UPS demande trois améliorations: une meilleure adéquation entre les profils d’emploi recherchés et les retours des OPR, une réduction partielle des délais d’attente, des procédures allégées pour les retours d’information des employeurs.

PRÉAPPRENTISSAGE D’INTÉGRATION

Dix-huit cantons ont jusqu’ici participé au programme pilote de quatre ans «Pré-apprentissage d’intégration» (PAI), qui a débuté en 2018. Sur un total de plus de750 candidats, 610 ont ter- miné le PAI et 75 pour cent d’entre eux ont suivi un apprentissage dans la formation de base, soit 27 pour cent un apprentissage CFC (certificat fédéral de capacité) et 73 pourcent un apprentissage AFP (attestation fédérale de formation professionnelle).

LE VIEILLISSEMENT PÈSE SUR LA CROISSANCE ÉCONOMIQUE

Selon quatre études commandées par le Secrétariat d’Etat à l’économie, le vieillissement démographique affecte l’évolution de la prospérité helvétique. Sur divers dossiers, les employeurs encouragent le débat sur le relèvement de l’âge de la retraite, de meilleures opportunités pour les travailleurs âgés ainsi que l’offre de possibilités de travail au-delà de l’âge de la retraite.

BON DÉPART POUR LE COMPROMIS DES PARTENAIRES SOCIAUX

Le Conseil fédéral ouvre la procédure de consultation sur la réforme de la prévoyance professionnelle. Il se base sur le compromis élaboré par les partenaires sociaux, valorisant ainsi le résultat de leurs intenses travaux poursuivis autour d’une table pendant plus d’un an pour aboutir à un projet de réforme durable susceptible de rallier une majorité.

En l’espace d’un an, les partenaires sociaux ont élaboré, sur mandat du conseiller fédéral A. Berset, un compromis sur la réforme de la prévoyance professionnelle (LPP). Le 2 juillet 2019, ils ont présenté leur projet de réforme aux médias, en soulignant l’impérieuse nécessité d’une mise en œuvre rapide. Sur quoi le Conseil fédéral a mis en route la procédure de consultation sur la réforme LPP à la mi-décembre 2019. Une consultation dont l’Union patronale suisse constate avec satisfaction qu’elle s’appuie sur le compromis des partenaires sociaux.
